Hydrocarbon oil and a conversion catalyst are placed in a catalytic conversion reactor comprising one or more reaction sections. The catalytic conversion reaction occurs in the presence of an inhibitor. The produced reaction oil gas is sepd. to give target product contg. ethylene and propylene, and the carbon-deposited catalyst is reused in the reaction section after regeneration. The yield of ethylene is as high as 8.73 wt. percent, and the yield of propylene is as high as 29.60 wt. percent when vacuum gas oil is used as the raw material, which improves the yield by 14.4 and 26.6 percent, resp., as compared to the case without using inhibitors.
